The presence of woman for praying and preaching was explicitly supported by Paul in one of his letters but not called apostle by him anywhere.

Paul says that a woman should not teach or grab authority in 1 Timothy 2:12. 

Why? Feminism was very strong in the Roman Empire (Jerome Carcopino 1936 page 90ff) just like Jezebel in Elijah’s times.
